Executive Director Jim Page   Jim Page - Executive Director
  • Jim retired in 2004 as the Assistant Chief of Police from the Urbana Police Department after 27 years of service. Prior to that he was with the Chatham, Illinois Police Department. Jim started with ILEAS as the first Executive Director. He has a Master's Degree in Public Administration and is a graduate of the 164th Session of the FBI National Academy.
 
Angela Page   Angela Page - Membership Coordinator
  • Angela came to ILEAS as the Administrative Aide for the Champaign County State's Attorney's Office where she worked for eight years.  She has experience in networking with police, sheriffs and various other governmental agencies. Angela is your first point of contact for membership, passwords, and grant application questions.
 
Dick Huston  

Dick Huston - Finance Manager

  • Dick came to ILEAS in March, 2009, after retiring from the City of Aurora as the Assistant Director of Finance for Accounting and Financial Reporting. He also spent over ten years as the Treasurer/Budget Officer for the City of Yorkville. A CPA for over 30 years, Dick had his own accounting practice for nearly 15 years. He has had a wide range of experience working with Federal and State of Illinois grants. Dick is responsible for the overall accounting and financial reporting for ILEAS and to insure compliance with Federal and State audit requirements.

 

 
Danielle Eades   Danielle Eades - Emergency Management Grant Coordinator
  • Danielle joined ILEAS on January 5, 2009. She is currently working on her Bachelor’s in Emergency Management and Disaster Relief. She currently acts as an EMT-B, FFII, and part of the McLean County EMA Operations and Search and Rescue Teams. Danielle was hired by ILEAS and IESMA to manage the emergency management grants from the ITTF.
 
Mark Griffeth   Mark Griffeth - NIMS & Medical Programs Coordinator
  • Mark Joined ILEAS after serving 20 years at Provena Covenant Medical Center where he was the Director of Professional Ambulance Service. He is a licensed paramedic and serves as the medical commander for METRO SWAT in Champaign County. He is responsible for NIMS outreach and medical programs at ILEAS.
 
Amy Jones   Amy Jones - Staff Accountant
  • Amy comes to us from Franklin Financial Planning where she worked as a staff accountant and individual tax preparer. She is working toward a degree in accounting. Her duties at ILEAS include maintaining the business and grant accounts.

 
Jim Luecking   Jim Luecking - Special Teams Manager
  • Jim comes to ILEAS from the Champaign Police Department where he retired as Chief of Police with 30 years' experience. Jim manages all of the ILEAS special teams including the SRT's and the Regional Distribution Site Security Teams (mobile field forces)
 
Tiffany McElroy-Smetzer   Tiffany McElroy-Smetzer - Grant Fiscal Coordinator
  • Tiffany joined ILEAS in September 2009. She comes to us from the Village of St. Joseph where she was the Finance Manager and Village Clerk. Previously, she was an auditor for the Auditor General, State of Illinois. She is a graduate of SIU with a degree in Accounting and Marketing. She will be overseeing the fiscal details of all ILEAS grants.
 
Dave Owens   Dave Owens - Field Asset Manager
  • Dave Owens is the recently retired sheriff of McLean County after 32 years.  He is the most recent president of ILEAS.  Dave brings a wealth of Illinois law enforcement experience to the table.  He is responsible for assisting agencies with StarCom21 and VHF emergency radio issues, the ILEAS SEOC Liaison program and mobile command post coordination.  
 
Jeff Regan   Jeff Regan - Special Projects Coordinator
  • Jeff joins ILEAS as the Special Projects Coordinator after retiring in 2008 as a Bureau Chief from the Illinois State Police. He is also a veteran who served in the Illinois Army Reserves retiring in 2005 as a Lieutenant Colonel. He has a Master's Degree in Political Studies, a Bachelor’s Degree in Administration of Justice, Law Enforcement. Jeff is assigned to manage several grants as well as the STARCOM21 rebanding project.
 
Pete Smith   Pete Smith - Compliance Manager
  • Pete retired from the Elmhurst Police Department as a Deputy Chief after 34 years of service. Pete was one of the founders of ILEAS and served as its first Vice President. He also has experience in Emergency Management and Homeland Security. Pete is responsible for NIMS compliance, does inspections, and is the ILEAS liaison to a number of Federal, State, and local agencies and organizations.
 
Ken Swails   Ken Swails - Law and Technology Programs Manager
  • Ken is a former Assistant State's Attorney that is currently working towards a Master's degree in Computer Science. Ken handles a wide variety of duties for ILEAS, from legal counsel and grant management to website maintenance and IT support. Ken works closely with the Illinois State Police on the Credentialing and ICLEAR projects and with IEMA on the portable radiation detector project.
 
Michele Watson   Michele Watson - Training Manager
  • Michele spent 11 years with the East Central Illinois Police Training Project (MTU 12) as Assistant Director.  She has also been a Board Member of the Illinois Juvenile Officers Association and has a wealth of experience and contacts in law enforcement training.
 
Jim Young   Jim Young - Training Support Coordinator
  • Jim retired in 2007 as Captain of the Correctional Division of the Champaign County Sheriff’s Office after over 24 years of service.  He has an Associates Degree in Law Enforcement Education and attended the University of Illinois studying Vocational Education and Political Science.  Jim will be the facility coordinator for the new ILEAS Training Center where he will oversee day to day maintenance and operational needs of the facility.
 
Calvin Stearns   Calvin Stearns - Regional Planning Coordinator
  • Calvin began his law enforcement career in 1980, when he was hired by the Carbondale Police Department as a Telecommunicator. He was hired in 1981 as a police officer, and retired in 2009 as the Deputy Chief of Operations with 28 years of service. During his tenure he served as Administrative Lieutenant, Investigations Commander, and SRT Commander.
 
John Marszalek   John Marszalek - Regional Planning Coordinator
  • John recently retired after 32 years of service with the Kane County Sheriff's Office, Geneva, Illinois. John has been involved with ILEAS since 2002 and is a graduate of the F.B.I. National Academy 182 Session. John will be working out of Region 3 providing guidance and assistance to local agencies on the various programs and projects managed by ILEAS.
 
Kelly R. (Randy) Wilson   Kelly R. (Randy) Wilson - Regional Planning Coordinator
  • Randy Wilson comes to ILEAS with 36 years of active law enforcement experience. Randy began his career in 1973 with the Piatt County Sheriff’s Department, where he served nine years as a Deputy Sheriff. He served one year as a Patrol Officer with Decatur Police Department, and began his 24 year career with Bloomington Police Department, beginning in 1983. Randy was promoted to Sergeant in 1993, and retired from B.P.D. in Jan 2007 , serving the last four years as Commander of the Traffic Division. He spent the last three years as the Chief of Police with the Hudson Police Department. He serves as the Regional Planning Coordinator for Central Illinois.
 

  INDILUS TECHNOLOGIES - Programming & IT Support
  • ILEAS has contracted with INDILUS Technologies to supply Information Technology support as well as to provide several custom database programs, such as the secured purchasing system and the online membership system.

  These contractors are police officers and/or medics who have significant Mobile Field Force related experience.  These independent contractors are providing the instruction necessary for each ILEAS Mobile Field Force team to receive the required three day basic training in mobile field force operations and small squad tactics.
